Han Fangming, born in Shangyi County, Hebei Province in 1966, is the founding chairman and chief sponsor of the Charhar Institute.

Along with the emerging of an information age, civil society is rising rapidly around the world. Non-governmental organizations (NGOs) and other social groups are playing an increasingly important role in state-to-state relations and international cooperation in this age of globalization. As a result, diplomacy has become more open, transparent and inclusive. As an important component of NGOs, the Non-governmental think tanks have advantages in pulling together the public wisdom and various social sectors, to enhance the role and influence of civil society in state-to-state relations. This is conducive to promoting understanding and mutual trust between the government and the people and boosting the peaceful development of international community.

As a new Non-governmental think tank on diplomacy and international relations, the Charhar Institute is committed to promoting progress in China's foreign policies and the development of international relations in a more orderly manner. The Institute will do its utmost to provide the government and the international community with more research findings and study analyses that are forward-looking with original and constructive views. It will conduct cooperation, exchange and dialogue with other domestic and foreign think tanks through its publications, theme events and media. It is dedicated to providing policy proposals to government agencies, knowledge products on international relations and foreign policies to the public, and theoretical analyses and solutions for national strategic development.

The Charhar Institute is an open organization comprised of a group of intellectuals with high professional ethics and global vision. It is ready to cooperate with all social sectors to contribute insights and suggestions for promoting peace, stability and harmony in China and the whole international community.
